Arthur Andersen Appoints 2 to Its Pacific Southwest Division

* Professional services firm Arthur Andersen has promoted Paul M. Sachs to head its business risk consulting practice for the Pacific Southwest. The firm also named Dennis Krock managing partner of its tax and business advisory practice for the Pacific Southwest.

* Tim Kilpin has joined Disney Consumer Products as senior vice president, toys. He will oversee the worldwide toys category and will work with the company’s international division to develop product strategies for non-U.S. markets. Kilpin spent 12 years at Mattel Inc., most recently as general manager and executive vice president of its character brands business unit.

* OnAir Streaming Networks Inc. of Los Angeles has named Steve Plinio, formerly of law firm Manatt, Phelps & Phillips, vice president of strategic development.

* Woodland Hills-based NXTV Inc., a provider of digital broadband services, has named Frank Schimberg senior vice president of operations and chief technology officer. He most recently was vice president of special projects at Global Crossing.

* Los Angeles-based Broadband Sports Inc. has named Laurel Dunlea chief marketing officer. She was a marketing executive at E Online.

* E Networks has named Kenneth Bettsteller chief operating officer, a new position. He is a former president, satellite distribution and business development, at News Corp.
