President Clinton urged Congress to finish its work and send him a budget after signing legislation to keep the government open a week longer. If not for the stopgap legislation, the government would have run out of money Saturday. Clinton has signed two similar measure to keep the government funded since the fiscal year began Oct. 1. Congress has yet to complete and send to Clinton eight of 13 funding bills. This stopgap spending bill was approved Thursday by Congress. It funds the government through Friday. While Republicans have labeled Clinton an unbridled spender, he has chided them for loading budget bills with their own projects, which have bloated the GOP’s original budget plan by tens of billions of dollars.
