Seat Belt Ticket

This is going to sound like sour grapes (and it is in some respects), but I just received a ticket for not wearing a seat belt. No other violation was suspected. While I appreciate the importance of this device, I think it is far more dangerous for a CHP officer to pull me over to the shoulder of an interstate highway where cars are whizzing past well over the speed limit. I will pay the $30, but shouldn’t there be some kind of priority system in place? My wife and I certainly weren’t safer trying to achieve a speed of at least 65 miles per hour on the shoulder before pulling onto a five-lane highway.
