Open Border Policy

* To all those people who think Vicente Fox is foolish about his open border policy (letters, Sept. 5), do you realize that all he is trying to do is reenact the agreement between the U.S. and Mexico, when the U.S. “bought” the Mexican states of California, Texas, etc.?
In that pact, the two sides agreed that Mexican and U.S. citizens could cross the border as they wished. My grandfather crossed the border many times and all he had to pay was 25 cents, and this was only 70 years ago. Fox is not trying to change a policy but rather revitalize one.
