The developer of Town Center and Central Park have reached an impasse with the Planning Commission over what direction the park and retail complex are headed.

Residents expressed concerns about Santa Margarita Joint Venture’s plans for expanding the park and moving away from a destination shopping complex centered around a pedestrian promenade at a Planning Commission meeting last week.

The commission continued the hearing to allow for the joint venture to retool some of the plans.

Resident Bruce Palmer said the plans for the park seemed to be nothing more than trees and grass and lacked the vision for what will essentially become the center of the community.

The Town Center proposal was an amendment to the original site plan approved by the City Council in January, which called for the center to be arranged around a pedestrian promenade, similar to the one at Irvine Spectrum, with a 2,800-seat movie theater and seven restaurants.
