* Goodyear Tire & Rubber Co. said it will cease all tire manufacturing operations in Tultitlan, Mexico, and cut as many as 1,559 jobs because of the high cost of doing business in that country. The tire giant’s decision follows the exodus of Delphi Automotive Systems Corp., one of the largest private-sector employers in Mexico with 73,000 workers. Delphi, the largest U.S. auto parts maker, eliminated more than 7,000 jobs through attrition in Mexico over the last six months. . . . Delphi, meantime, said it will idle about 1,100 workers at various U.S. plants for a week starting Monday because auto makers are reducing U.S. production. Delphi had idled 1,000 workers this week.
