Death Penalty Limits Advance in House

The Texas House Criminal Jurisprudence Committee approved two measures that would ask voters whether to halt executions for two years in the nation’s most active death penalty state.

The 5-4 vote on two proposed constitutional amendments came a week after a Senate panel endorsed similar bills. If the House and Senate proposals are approved, voters would decide the issue in November.

Texas executed a record 40 inmates in 2000 and six so far this year.

One proposal would impose a two-year moratorium on executions in Texas. The second measure would give the governor authority to declare a moratorium.
