Colliers Seeley

Colliers Seeley International has named Catherine Rubenstein vice president in the firm’s Investment Services Group in Irvine. Rubenstein will be specializing in multifamily properties in the Los Angeles and Orange county markets. Previously, she was regional manager of Marchus & Millichap’s Washington operations.

Walt Disney

Walt Disney Co. has named Brian Spaulding vice president and controller of its international business. Spaulding, 41, a 13-year veteran of Disney, will oversee the financial activities of Disney International. He most recently was senior vice president and chief financial officer for Disney’s Asia-Pacific region, based in Tokyo.

Universal Studios

Universal Studios marketing executive Scott Tallman has been promoted to vice president of marketing for Universal Studios’ network programming division. Tallman will continue to oversee the marketing and promotion of shows such as the NBC comedy series “Just Shoot Me” and Warner Bros.’ “The Steve Harvey Show.”

Luminent Inc., a Chatsworth-based fiber optics components maker, has appointed Ross Mayfield chief information officer and vice president of information systems. He is a former information specialist for Search, an organization funded by the Department of Justice.
