Re “Poor Results Posted on New State Tests,” Aug. 16: I feel that too much blame for low test scores is being placed on the school systems. With such a variety of ethnic backgrounds among students, the problem is made more difficult. Even in third-and fourth-generation U.S. homes, many school-age children do not hear proper English being spoken. Then, when they are away from the classroom, many speak street language. Rap music also adds to the barrier.

What incentive do they have to improve their language skills other than just getting a good grade? Those who have a desire to go to college will see the benefit in improving their skills, but what motive will the other students have?
