From Times Staff Reports

Gangs of young men rampaged through Kenya’s largest slum, hacking people to death with machetes and burning houses in clashes over rent rates. At least 12 people were killed and 28 injured, witnesses and officials said.

Police poured into Kibera, three miles from downtown Nairobi, firing live ammunition and tear gas to break up the clashes.

The violence began after President Daniel Arap Moi said rents in the slum should be lowered. The clashes have pitted Nubians against members of the Luo tribe. Many Nubians are landlords and rent to the more recently arrived Luos.
