The Yugoslav war crimes tribunal said Friday that it had unsealed a secret arrest warrant for a former Bosnian Serb commander that charges him with genocide in the 1995 massacre of thousands of Muslims near Srebrenica.

The November 1998 indictment charges Lt. Col. Vinko Pandurevic with eight counts of genocide, complicity to genocide, violations of the laws or customs of war and crimes against humanity.

Typically, indictments are publicized after governments fail to hand over suspects.

Pandurevic’s indictment was sent to Belgrade, the Yugoslav capital, before being made public, prosecutors said.
