Lawyer Named to School Bond Panel
Los Angeles City Controller Rick Tuttle has appointed civil rights attorney Constance L. Rice to the citizens’ committee that oversees the $2.4-billion Los Angeles school repair and construction bond.
Rice will replace David Abel, publisher of a regional planning newsletter, on the 11-member committee, created by the 1997 Proposition BB bond measure.
Rice has long been involved in litigation over racial discrimination and school equity. Her law firm-- English, Munger and Rice--filed a lawsuit last year against the state that stands to recover hundreds of millions of dollars in school construction funds. The Los Angeles Unified School District missed its opportunity to get the money because it failed to submit its plans quickly enough.
The bond oversight committee is composed of appointees of the mayor, and representatives of the PTA, the Los Angeles area Chamber of Commerce, labor, contractors, environmentalists and architectural groups, as well as the controller.
