Will Dwyer, 65, Beverly Hills attorney and businessman who spent much of his career in federal government. From the mid-1970s until 1994, Dwyer practiced immigration law in Southern California, founded a telecommunications privacy service called Private Lines Inc., operated a travel agency and directed a modular housing company. Born in Rochester, N.Y., he first worked as a broadcast documentary producer. In 1962, he began his public service career in Washington, D.C., as administrative assistant to Rep. Frank Horton (R-N.Y.). He held various local and national positions in the Republican Party. In 1972, after serving as press officer for the Inaugural Committee, he became a spokesman for the Labor Department Occupational Safety and Health Administration and communications chief for the General Services Administration. Dwyer returned to Washington from California in 1994 as counsel and press secretary to Rep. George Radanovich (R-Mariposa). After a stint as communications director for the House Government Reform Committee, he practiced law in Washington. On Thursday in Washington, D.C., of colon cancer.
