Decision on Transit Post Still in Limbo

It may be another month before former public works director Art Goulet learns whether he will be appointed to a vacancy on the Ventura County Transportation Commission.

County Administrator Harry Hufford has asked the Board of Supervisors to put his office in charge of screening residents who wish to be considered for various county commissions.

Hufford offered the proposal after Goulet’s nomination to the transportation board by Supervisors Frank Schillo and Judy Mikels drew criticism from Supervisor John Flynn and public transportation advocates.

Critics contend Goulet spent years in his public works post advocating for road building to the detriment of public transportation.

A controversial appointment should be open to public scrutiny, they said.

A majority of supervisors said Friday they planned to approve Hufford’s recommendations when they meet Tuesday.

If they do, Hufford would post the transportation board seat and residents, including Goulet, would have a 30-day window to apply.

Hufford and his staff members would screen candidates and make recommendations to the board.

Hufford said this policy would not preclude Goulet from being appointed if that is the will of the board.

“We need to make sure we have an open process,” Hufford said. “At the end of that process, he might very well still be the nominee. He’s a highly qualified person. But at least it will be an open process.”

Supervisors would retain the ability to select the candidate of their choice, regardless of who Hufford recommends.
