The New York-bound Boeing 747 exploded half an hour out of London’s Heathrow Airport on Dec. 21, 1988, killing all 259 people on board and 11 on the ground. Under the deal to extradite the two, Camp Zeist, the site of the trial and a former U.S. base in the Netherlands, has been temporarily declared as Scottish territory.
