Accolades to the Department of Water and Power for its reconstruction of the Rowena Reservoir and for its accommodation to those of us who live in the neighborhood (July 20). But a prolonged nose-thumbing to it for making it off-limits. The utility “listened to residents and provided a pleasing landscape.” For whom? The few residents who surround the lovely park and happen to have second-floor viewing rights. The DWP has spent $14 million, coughed up by citizens who are not allowed to enjoy their purchase--or even see it.

If the DWP can spend my money like that--and I agree it should--then it can afford more of my money to hire a man (or a couple of men) to pick up the chewing gum wrappers thrown down by a basically sloppy society.
