Taxes and Utilities

You have published letters in The Times from men who object to getting tax refunds and having to use them to pay utility price increases. How about a kind word for the men who don’t make enough income to pay income taxes? They receive no refund and still have to pay the utility increases. Incidentally, the surplus taxes in the treasury did not come 100% from income taxes.
