Education Dept. Reopens Contract Bids on Test

The California Department of Education has decided to reopen bidding to find a developer for the state’s high school graduation test.

The department has withdrawn its decision of last month to award the contract to Educational Testing Service, a New Jersey company known for administering the SAT and the GRE.

American Institutes for Research, a rival that had developed the pilot test that was given to ninth-graders this spring, filed a protest, contending that the education agency had violated state procedures for evaluating bids.

A department spokesman said the agency had concluded that a protracted legal battle could have derailed the test.

Also, the department acknowledged that the original request for bids contained “ambiguities.”
