Your Feb. 27 editorial, “Medicaid Care vs. Coverage,” lauds the National Governors’ Assn. for proposing to limit Medicaid services in order to broaden the number of people covered. Like mice putting a bell on the cat, this is a wonderful idea that has no chance of realization. In a market-driven health care system, everything is essential except genuine improvement in the health of the population. Without fundamental reform of the system, The Times would better serve its readers by warning them that they must prepare to pay through the nose for their health care miracles.
