Yoweri Museveni was sworn in for a final five-year term as Uganda’s president in the presence of Libya’s Moammar Kadafi and other African leaders.

In his first announcement after taking the oath of office, the Ugandan president said that on Kadafi’s advice he was ready to restore diplomatic relations with neighboring Sudan, whose president, Omar Hassan Ahmed Bashir, also attended the ceremony.

Museveni, in power since 1986, won a landslide victory in March elections marred by allegations of vote rigging. The constitution bars him from another term.
