Internet service provider EarthLink Inc. has joined with Internet technology firm SurfMonkey Inc. to offer its users a browser for kids that lets parents set controls.

The move comes as EarthLink steps up its efforts to compete with the nation’s No. 1 Internet service provider, AOL Time Warner Inc., which has billed itself as giving members an easy and safe way to access the Web. EarthLink has traditionally gone after the more savvy Web user.

The browser is free to subscribers and offers advanced filtering and blocking technology to help parents steer their children clear of inappropriate content.
