Grayson Hoberg has joined Los Angeles-based data broadcaster IBlast as chief operations officer and chief financial officer. He is a former CFO of EarthLink Inc.

Former L.A. Mart executive Jacki Riggs has been named director of retail development at the California Market Center, a gift and home accessories market opening downtown in July 2002.

David Snapp has been named vice president, video design, worldwide marketing and brand strategy, for Crown Media Holdings Inc. He will be based in Los Angeles and will oversee video design services for the Hallmark Channel.

Ad agency Saatchi & Saatchi Los Angeles has promoted three managers on its largest account, Toyota Motor Sales USA Inc. Paul Imhoff, Jodi Flicker and Kelly Saffrey have been named management supervisors.

Westport Worldwide, the Danbury, Conn.-based executive benefits division of risk manager Hobbs Group, has opened its first West Coast office in Los Angeles.
