Water District Manager William Mills to Retire

After more than 14 years, William R. Mills Jr. is leaving his post as general manager of the Orange County Water District.

Mills, whose retirement is effective April 1, has helped the district maintain one of the state’s highest financial ratings for a water agency. During his tenure, he helped increase the yield from the ground water basin by creating recharge facilities. He also helped implement ground water cleanup programs and developed a 20-year master plan to keep high-quality supplies available in the future.

The district is responsible for the ground water basin of north and central Orange County.
