European workers will gain new protection from sexual harassment in the workplace and employers will be financially liable for cases of misconduct under an unprecedented European Union law.

The legislation approved Wednesday requires employers to prove, in response to employee complaints, that they had taken all possible preventive measures against sexual harassment.

The EU directive, scheduled to take effect in 2005, will also give courts a freer hand to award financial compensation to abused employees, removing existing ceilings.
