European Union fisheries ministers meeting in Brussels agreed on emergency quotas aimed at saving several species of fish from extinction.

The quotas, many sharply reduced from 2002 levels, were more than initially proposed but still angered fishermen.

Scientists say cod stocks in northern EU waters are at the lowest levels ever recorded and had recommended a total ban on cod fishing, a drastic measure that the European ministers avoided to minimize the economic impact. Whiting and hake fishing will also be curtailed.
