Charges Urged in Hall’s Collapse

JERUSALEM —
Police said Tuesday that charges should be brought against 13 people involved in the construction and management of a Jerusalem banquet hall that collapsed during a wedding in May, killing 24 people and injuring more than 300.
Police said manslaughter charges should be brought against three people--the inventor of the construction method used, his partner and the contractor who built the structure.
Ten others, including contractors, engineers, owners and a city official, should face different charges, police said.
