U.N., Iraq Fail to Reach Agreement on Inspectors

After two days of talks in Vienna, the United Nations said it had failed to persuade Iraq to allow U.N. weapons inspectors to return.

Diplomats agreed, however, to continue talks in Europe in the coming months.

U.N. Secretary-General Kofi Annan said no date was set for the next round.

Under Security Council resolutions, U.N. sanctions on Iraq can be lifted only when inspectors certify that the nation’s weapons of mass destruction have been destroyed.
