A federal court judge is expected to rule today on a request for a preliminary injunction barring further construction of a 174-acre terminal in the Port of Los Angeles.

The request was filed by a coalition of community and environmental groups that contends the Army Corps of Engineers failed to review potential hazards.

Under a $650-million lease agreement with the city, China Shipping Holding Co. plans to build two wharves that would handle 1.2 million containers a year.

Opponents say the terminal would lead to significant increases in diesel emissions, a carcinogen.
