Noncitizens Must Report Address Changes to INS

Re “Noncitizens Must Report if They Move,” July 23: If the Justice Department is going to enforce a 50-year-old law that requires noncitizens older than 14 years of age to report changes of address within 10 days of moving, then it should also start enforcing all immigration laws and go after illegal immigrants. After all, only a few of the 8 million to 9 million illegal immigrants are expected to comply with this new policy.

What is the effect of this large number of lawbreakers on border security and on the ability of the INS to locate noncitizens targeted for deportation? Doesn’t it make this policy useless from the very beginning?

Hey, fellow noncitizens--alias legal residents, alias legal aliens--let’s give the Justice Department something to do this summer and send an e-mail, or better yet, a lovely postcard, to the attention of Atty. Gen. John Ashcroft with our addresses. If you are moving soon, send the old and new address to make it more challenging.

This administration is reminding me more and more of the McCarthy era, with its angst. Then, the enemy lurking everywhere was a communist, now it’s those dangerous foreigners. Beware!

When I move, I notify the post office so that my mail can be forwarded, the Department of Motor Vehicles, The Times so that my newspaper delivery can be changed, all the magazines that I subscribe to, the utility companies, professional associations, as a lawyer the State Bar, my friends and countless others. Noncitizen residents surely do the same. Why is it so difficult for them to add the INS to the list?
