Re “DWP Charged Excessive Fees, Atty. Gen. Says,” March 23: In perfect keeping with Gov. Gray Davis’ record of inconsistency and contradictions, Atty Gen. Bill Lockyer has filed a claim against and proposes to sue the Los Angeles Department of Water and Power for alleged excessive charges for electricity supplied to state of California facilities “for more than a decade.” During this period the DWP was managed by S. David Freeman.
Freeman has been appointed acting czar for energy and power supply for all the people of California by Davis, and his appointment is now subject to confirmation by the state Senate.
