Bush Bypasses Senate With 5 Appointments
President Bush made five recess appointments at his ranch in Crawford, bypassing the Senate to temporarily install the officials in his administration.
Among the appointments, Bush named Gerald Reynolds the assistant secretary of Education for civil rights.
The president also appointed Emil Frankel and Jeffrey Shane to senior Transportation Department positions, Michael Toner to the Federal Election Commission and Dennis Schornack to be chairman and commissioner of the International Joint Commission for the United States and Canada.
