President Jacques Chirac honored 11 French navy engineers slain by a suicide bomber in Pakistan and vowed to punish those responsible.
Speaking to 10,000 mourners at a ceremony for those killed on Wednesday, Chirac said France would not bow to terrorists and that its army, intelligence services and police were on guard to protect its citizens at home and abroad.
“This crime is monstrous. Its authors will be punished. There can be no sanctuary for terrorists,” the president told mourners in the northern port town of Cherbourg, where eight of the victims had worked.
