Qwest Communications Inc. was fined $900,000 by Minnesota regulators for engaging in anti-competitive behavior, the Denver Post and Rocky Mountain News reported. Steve Davis, Qwest senior vice president of policy and law, called the ruling a “miscarriage of justice” and said Qwest will appeal. Several states also are looking into allegations by AT&T; Corp. that Qwest engaged in anti-competitive behavior by signing secret, favorable agreements with small wholesalers. Qwest has defended its agreements as proper, reports said.
