From Bloomberg News

WorldCom Inc. is near a settlement with the Securities and Exchange Commission that may allow it to avoid paying a fine as government regulators seek to help the second-largest U.S. long-distance telephone company emerge from Bankruptcy Court, people familiar with the matter said.

The accord would require the company, charged with fraud after $9 billion in accounting misstatements, to establish court-approved financial controls.
