Bill Green, 73; Ex-Congressman Was Liberal N.Y. Republican

Bill Green, 73, a liberal Republican who represented part of New York City in Congress, died Monday in Manhattan of complications from liver cancer.

The area Green represented from 1978 to 1993, the Silk Stocking district, encompasses the Upper East Side of Manhattan. In Congress, Green served on the House Appropriations Committee and was the ranking Republican on the Subcommittee on Veterans Affairs, Housing and Urban Development and Independent Agencies.

Green supported abortion rights and was known in Washington as a pro-environmental lawmaker.

He was chosen as the Republican candidate to fill the congressional seat vacated by Edward Koch when Koch became mayor.

Before serving in Congress, Green served as the regional administrator for HUD.

Born in New York City, Green graduated from Harvard and Harvard Law School and was editor of the law review.
