The Philippine government, one of the first to support the U.S. declaration of war on terrorism after the Sept. 11 attacks, said Friday that it will not support any plan by President Bush to strike at Iraq.

The Philippines, a U.S. colony until 1946 and host to U.S. military bases until 1992, said that although it continues to back the fight against terrorists and their sponsors, it is not convinced that Iraq should be included.

“We do not yet see the link between terrorism and any projected action against Iraq, with whom we enjoy good relations,” said Victoriano Lecaros, a spokesman for the Philippine Foreign Ministry.
