Graffiti Drain
Perhaps Ventura could spend less than $74,000 annually to clean up graffiti if its maintenance workers didn’t bother painting over graffiti inside storm drains (“Tough Graffiti Sentence May Send a Message,” Sept. 10). Which is dumber, taggers spraying the inside of a storm drain, which nobody can see, or spending city funds to paint over graffiti inside a storm drain?
