Family of Man Killed by Police Sue City

The family of a man shot to death by a Pasadena police officer after he reportedly lunged at the officer with scissors has filed a wrongful-death suit against the city.
Officer Steve Arcand shot Javier Quezada Jr., 22, several times in the parking lot of Las Encinas Hospital on Jan. 23. Quezada’s family was trying to persuade him to enter the hospital for psychiatric screening.
Police said Arcand fired when Quezada lunged at him.
But Quezada’s parents said their son was shot from behind.
