Troubled President Wins Congress Majority

Bolivian President Gonzalo Sanchez de Lozada secured a majority coalition in Congress, an alliance that may allay fears in Washington that the government of a key U.S. ally in the drug war was near collapse.
The alliance with the populist New Republican Force, one of the biggest opposition groups, came after a year of turmoil during which the 73-year-old president and his congressional minority battled coca grower protests and a police mutiny.
