Re “The Bucks Stop Way Before Here,” Commentary, Aug. 4: Zev Yaroslavsky’s proposed budget accountability act (which would reduce the votes needed to pass a budget from two-thirds to 55%) as a means to fix California’s baroque state budget process is akin to suggesting that alcoholism should be combated by making whiskey more readily available, so long as drunkards agree to set reasonable limits for themselves. Whether the subject is alcoholics or tax-addicted legislators, responsible behavior should precede trust, not the other way around.
