Cabinet Approves Plan to Phase Out Plutonium

The Russian Cabinet has approved a plan to end production of weapons-grade plutonium with U.S. financial support. Prime Minister Mikhail M. Kasyanov signed an order to have two nuclear reactors in the Siberian city of Seversk cease plutonium production by the end of 2005, a statement said.
A third reactor in another major nuclear weapons center, Zheleznogorsk, is to stop producing plutonium by the end of 2006. The changes are part of a 1997 agreement with the U.S.
