Re “Intelligent Funding of Homeland Security,” letter, July 7: As Rep. Christopher Cox (R-Newport Beach) accurately pointed out in his response to your on-target July 1 editorial “Heed This Prophet,” high-risk cities receive a pittance per capita for homeland security in relation to no-threat states, such as Montana or Wyoming: $1.9 billion has already been funneled through the unfair funding formula, with another $1.9 billion ready to go.

This problem could be corrected immediately, since the Department of Homeland Security and the Bush administration have full discretion under the law to redistribute up to 60% of federal first-responder funds. In short, they could give Los Angeles and New York, my hometown, their fair share today, if they so chose. Apparently, they choose not to.
