Potential Iraq Donors List Conditions
Germany, France and other potential donors to Iraq’s reconstruction are demanding that the U.S. provide greater accountability over its plans for Iraq’s oil revenue and guarantee more opportunities for foreign companies, officials at a two-day meeting in New York said.
Ramiro Lopes da Silva, U.N. humanitarian coordinator for Iraq, said contributors won’t agree to meet until there is a representative interim government.
Iraq’s oil revenue, projected to reach $3.5 billion by year’s end and $13 billion in 2004, will be inadequate to finance the administration and reconstruction through 2004, U.S. officials say.
