Mayor Michael R. Bloomberg has ordered New York City agencies to submit layoff plans, after his administration increased its estimate of next year’s budget shortfall by $500 million.
The mayor has said the city may have to lay off 12,000 of its 250,000 workers.
Comptroller William Thompson said the city’s budget deficit would be $3.9 billion, not the $3.4 billion Bloomberg forecast.
