Leader’s Surgery Raises Succession Questions

President Vicente Fox underwent surgery for a herniated disk, raising the question of who is Mexico’s second in command.
The surgery lasted three hours, long enough to cause confusion over the line of succession and prompt calls for a constitutional amendment.
The constitution doesn’t define who has the final say when the president can’t govern. There is no vice president, and the law is unclear on who -- the president or Congress -- has the right to designate a substitute.
