Friday’s developments: The White House said it would make a “last push” for peace at a Sunday summit in the Azores islands with allies Britain and Spain, but U.S. officials acknowledged that Washington was resigned to the failure of its diplomatic efforts on Iraq and was preparing to go to war without a U.N. resolution. The U.S. also rejected a Chilean compromise proposal and gave up on efforts to lobby Turkey to allow American troops to be based there for an attack.
