Interim Council Seated in Kirkuk Amid Protests

U.S. Maj. Gen. Ray Odierno approved an interim 30-member council for the city of Kirkuk, but Arab and Turkmen delegations threatened to boycott selection of a mayor.

The panel’s first meeting ended without agreement after Arabs and Turkmens asked for more time. They were angry that they failed to win any of six independent seats, which went mostly to Kurds. Odierno said he filled the seats with those who “put aside their ethnicity.”
