Mayor Predicts Reform Package Will Not Pass

Mexico City’s populist mayor said he doesn’t believe lawmakers will approve the ambitious economic reform package submitted by President Vicente Fox.
Andres Manuel Lopez Obrador of the left-leaning Democratic Revolution Party, who is considered an early front-runner for presidential elections in 2006, said Fox’s far-reaching plan to stimulate government revenue “was finished.”
In a 2004 budget proposal submitted to lawmakers this month, Fox’s administration called for the national sales taxes to be lowered to 10% from 15%, but also directed that the levy be extended to food and medicine.
