SBC Communications Inc. agreed to pay a $1.35-million penalty to resolve a probe into whether it sold long-distance service in states where it wasn’t yet permitted.

SBC will revise training and compliance programs and alter some computer systems, the Federal Communications Commission said. San Antonio-based SBC, which will make the payment to the Treasury, didn’t admit any violation.

Shares of SBC rose 35 cents to $22.60 on the New York Stock Exchange.
