Watchdog Questions Deaths of Civilians

Human Rights Watch said U.S. troops had killed 20 civilians in Baghdad under questionable circumstances since May 1 and that military officials were not conducting proper investigations. It added that there might be 74 more such deaths.

A Pentagon spokesman, Army Maj. Joseph Yoswa, said U.S. forces go to “extraordinary lengths to avoid civilian casualties, even at the risk of their own lives.” He said investigations are conducted in the “rare circumstances” in which a U.S. soldier is accused.
